Avla Real Estate Area Report · Neos Kosmos · Athens · 23 – 24 October 2026. This is a district-level assessment; it does not include a specific apartment review.

Location

Neos Kosmos is an established residential district located in the 2nd Municipal District of the Municipality of Athens, approximately 1.6 km south of Syntagma. It lies east of Syngrou Avenue; Koukaki and the Acropolis Museum (~770 m) are to the northwest, and Pangrati is to the east. It is situated between the Syngrou and Vouliagmenis axes, which connect the historic centre to the southern coastal suburbs. It is just outside the tourist core; the price level is lower than that of neighbouring Koukaki, while its transport links are just as strong. No separate official population count is published for the district; the total population of the Municipality of Athens is 643,452 according to the 2021 census.

Residential demand is driven by three factors. First, transport: the district is served by both metro and tram lines. Second, the culture and business axis: the National Museum of Contemporary Art EMST at the former Fix brewery (~430 m), the Onassis Stegi Cultural Centre (~1 km), and office and hotel buildings along Syngrou. Third, universities: Panteion is ~1 km away. The conversion of old office and industrial structures into hotels and residences continues along the Syngrou axis through individual projects; there is no holistic renewal plan. Sales prices in the district have risen faster than in most central districts over the last year (+10.5%).

Schools

English-language schools and their straight-line distances from the district center:

  • The Moraitis School — Greek curriculum + English IB Diploma (since 1991) · Primary to high school · Palaio Psychiko · ≈6,920 m
  • Athens College — Greek curriculum + English IB Diploma (since 1996) · Primary to high school · Psychiko · ≈7,570 m
  • ACS Athens — American curriculum + IB Diploma and AP · English · Kindergarten to high school · Chalandri · ≈9,740 m
  • Pierce – American College of Greece — Greek curriculum + English IB Diploma · High school and IB: Agia Paraskevi · Kindergarten–primary school: Spata · ≈9,980 m
  • Doukas School — Greek curriculum + English IB Diploma, International A-Level · Kindergarten to high school · Marousi · ≈11,730 m
  • St Catherine’s British School — British curriculum, IGCSE + IB Diploma · 3 – 18 years old · Lykovrysi · ≈13,710 m
  • St Lawrence College — British curriculum · IGCSE and A-Level · 3 – 18 years old · Koropi · ≈14,380 m

Distance is a straight-line measurement from the district centre (OpenStreetMap district point) to the school campus; road distance is longer. There are no English-curriculum schools within the district; options are in the northern suburbs. Enrollment conditions and capacity must be confirmed directly with the school.

Transport

In Neos Kosmos, the metro and tram operate together. On Metro Line 2 (red), the district is served by the Syngrou-Fix, Neos Kosmos, and Agios Ioannis stations; Syntagma is two to three stops away. The tram runs from Syntagma through Fix and Neos Kosmos down to the southern coast; the Neos Kosmos station is a metro–tram interchange point.

Tenant profile

Demand is driven more by the population working in the city centre and along the Syngrou axis than by tourism. As Neos Kosmos is in the 2. Municipal District, no new short-term rental registrations have been issued since 2025; the restriction has been in effect until December 31, 2026, and it was announced in September 2027 that it has been extended until the end of 2026. The district thus remains in the long-term rental market.

  • Young professionals working in the centre — a few minutes to Syntagma by metro; 1-bed is the primary product type.
  • Office, hotel, and cultural workers on the Syngrou axis — walking distance; medium–long term.
  • Students — Panteion and Harokopio; studio and 1-bed, dependent on the academic calendar.
  • Resident families — the district’s older housing stock; long-term, low turnover.

Figures are listing (asking) prices; actual transaction prices are generally somewhat lower. The gross yield is the district average, not the return on a specific apartment. We do not provide unverified rent or yield figures for a specific apartment; the text of the lease agreement is obtained in writing at the offer stage.

Risks

  • Golden Visa restriction: Short-term (daily) rentals are prohibited for properties acquired via Golden Visa; thresholds and eligibility are confirmed in writing on an apartment-by-apartment basis by an independent Greek lawyer — no statement on this page constitutes such confirmation.
  • Price momentum has outpaced rental momentum: sales +10.5%, rent +4.9%. As prices rise faster than rents, the gross yield narrows; the entry price should be considered in conjunction with the rent.
  • Axes: Syngrou and Vouliagmenis avenues are sources of heavy traffic and noise; facade orientation and floor height should be assessed on-site.
  • Building stock: supply of new builds is limited; building age, energy class, elevator, and common areas are examined on a building-by-building basis.
  • Conversion supply: office and industrial conversions along the Syngrou axis may create rental pressure in the short term if delivered in the same period.
  • Tax calendar: An increase in the property transfer tax for non-EU/EEA buyers from 3% to 15% is on the agenda (a date of 1 July 2027 is being discussed); we have not yet confirmed that this has been enacted, it will be checked prior to purchase.

Avla’s district view: Positive — emerging. Neos Kosmos offers the same central advantage as Koukaki at a price approximately 13% lower, along with strong public transport via metro–tram connections. Price increases over the last year indicate that the district is approaching central prices. The closure of short-term rental registrations protects the long-term rental side. A district based on tenants working in the centre, with potential for value appreciation in the medium term.

Framework first

Why does the investment threshold differ for everyone?

Because there is no single figure. Legislation defines three tiers, and the location and legal status of a property determine which tier it falls into.

€800,000
Upper tier
Applies to areas under high demand. Requires a single property and at least 120 m².
€400,000
Other areas
The same conditions of a single property and at least 120 m² apply.
€250,000
Not location-dependent
Only in two cases: (a) change of use for a non-residential building, (b) restored listed building.

Practical implications for your file: The threshold for standard new builds in Attica is €800,000. Which threshold the properties in this file fall under is determined by the location and legal status of the property; this is confirmed in writing via an independent Greek lawyer’s review on a property-by-property basis. We have not stated in any section that “this apartment qualifies for GV”; we obtain confirmation via documentation.

Security and Golden Visa 2026Your funds are held in a dual-signature account — how your money is protected step-by-step, 2026 rules+
Financial protection shield

Your money does not go to the seller, but to a dual-signature account.

The purchase price is not deposited into an account that the seller can use freely. It enters a separate bank account from which not a single cent can be withdrawn without two signatures: one from the seller and the other from the lawyer Avla has appointed for you. The money is transferred to the seller in installments only as the following steps are documented.

Exclusively for Avla clientsThis dual-signature escrow account is not a standard practice offered by the developer to everyone. It is opened only for clients purchasing through Avla, and Avla appoints the co-signing lawyer. Currently, only one of our developers offers this account; we will confirm in writing during our meeting whether it is applicable to your chosen project.

Lawyer cannot be replaced

The co-signing lawyer cannot be removed without your consent; funds in the account are free from seizure and liens.

Funds are released only to the seller’s account

No payments can be made to any other person or account; the flow can only be altered by a court order.

What you need to know clearly

Funds deposited into the account are used solely for the price and construction of this apartment and cannot be withdrawn. The contract is subject to Greek law; source of funds (AML) documents are required.

2026 table for Golden Visa

We will disclose the figures with documentation during our meeting; however, to set your expectations correctly from the start, the framework is as follows:

800,000 €
Standard investment threshold applicable throughout the Attica region.
250,000 €
Special route applicable only to properties converted into residential units through a change of use, with the conversion completed.
5 years
Residence permit duration; renewable as long as the property is held.
Prohibited
Short-term (Airbnb-style) rentals are not permitted for properties subject to the Golden Visa.
Important: If the price shown on the title deed falls below €250,000, the right of residence becomes invalid. This threshold must be maintained during discount negotiations. If the property is sold, the residence permit is cancelled. The threshold applicable to each project is documented separately.
Announcement · September 2026

Property transfer tax 15%

From 1 July 2027

For residential property purchases by non-EU/EEA natural persons, the property transfer tax is being increased from 3.09% to 15.45%. Corporate purchases, EU/EEA citizens, long-term residence permit holders, and individuals of Greek descent are excluded. The Prime Minister announced this on 6 September, and the Ministry of Finance provided details on 8 September — there is no draft law submitted to Parliament yet.

Portfolio Golden Visa

With long-term rental condition

The 2026–2035 National Housing Strategy proposes a separate Golden Visa category where multiple apartments are purchased as a single portfolio and all are rented out long-term. The threshold, rental duration, and conditions have not yet been drafted; market sentiment suggests it will be an option for the €400,000 / €800,000 tiers where the single-property rule applies — this is a proposal, not law.

Portfolio Golden Visa model
Open topic

€250,000 route

Conversion category

The €€250,000 tier is currently in effect and applies only to properties converted into residential units through a change of use. The sector is requesting an exemption from the new title deed tax for this category — the rationale being that these investments do not withdraw housing from the market, but rather create new stock. No decision has been made yet.

The listings on the map represent the current state of our portfolio; the list is synchronized with our website twice daily. You can narrow down your search using price, region, district, and ready-made filters, and view the photos and project facts for each listing.

Circles indicate neighborhoods, not specific buildings. We do not publish the exact addresses of properties; we provide the location via neighborhood circles. The apartment-based list and exact location are revealed during our meeting along with your file.
